Since 1992, HDA has demonstrated a firm commitment to protecting the rights of children, youth and adults with disabilities, and low-income older adults. These vulnerable populations need a range of services, supports and opportunities to lead fulfilling lives, reach their self-determined goals and obtain financial and health security. HDA has the leadership capacity and the relationships within the policy community in Illinois to ensure that the lessons learned by public benefits consumers are used to inform future policy development.
